(Bloomberg) -- Avg. price for regular gasoline at U.S. pumps +4.04c to $2.2523/gal, according to Lundberg Survey Inc.

* Survey by Camarillo, Calif.-based co. conducted Sept. 23,based on information at 2,500 filling stations

* Highest avg. U.S. retail price: $2.80/gal in Bay area of Calif.

* Lowest avg. U.S. retail price: $1.91/gal in Baton Rouge, La.

* Current price is 9.61c below this time last yr

* “From here, the up trend for U.S. average retail gasoline prices is most likely ending,” Trilby Lundberg, president of Lundberg Survey, says in phone interview. “The market doesn’t seem to expect this week’s meeting in Algeria to result in a freeze or reduction.”

* Lundberg also noted the change to winter-grade, which comes at a lower cost to refiners compared w/ summer-grade

* On Colonial Pipeline outage: “Prices were already on an up trajectory and the Colonial problem added to it, but it didn’t on its own create the price increase”
